I believe that RTK is referring to an SAE tech paper written on some testing of motorcycle air-cooled two stroke engines a number of years ago. The research attempted to find out what various oil ratios did for power. Turned out that more oil gave more power for every ratio they tried, up to some incredibly high oil amounts. So yes, it IS true and documented in a very respected technical forum.

Personally, I'm not sure what there is to gain by scrimping on oil. It really is keeping your engine alive and trying to use the least possible seems like a very false economy to me. A little bit of clean up is a fair trade for long life and great performance, in my books.
