Competition by definition is an exclusive activity. There are those who can compete, and those who can't. There are levels of competition, where people of comparable skill level are pitted against each other.

I don't know where you get your figures, but the AMA's expenditure on the TOC did not come anywhere near $9 million. The AMA doesn't bring that much money in in a year...
