Sand the paint with 400 to 600 grit wet sand paper lightly and then if your going to start over prime and paint it. If all you want to do is clear coat it do the same thing and instead of priming and painting just clear coat it. If it has decals, cover them with masking tape when sanding. The dullness from sanding will go away once the clear is added. Good Luck.
