I never use a bucket...or a hose. I like using clean water at all times, so I have always used a spray bottle. Once the bottle is sealed there is no chance of any particals contaminating my water, the sandpaper or the surface I'm sanding.
As far as the lead goes...your not inhaling it, or ingesting it...so you should be ok.
