Sounds like glazing putty to me. Bondo 907. I happen to be using some right now to fill the weave on some glass cloth I just applied to my P-47 under construction. I certainly wouldn't bother to use it under Monokote though. Just a good sanding, filling and dusting as described above will do wonders.
