Control Horns
My personal favorite on 25 - 40 size planes is a 4X40 bolt anchored in a 1/2" dowel set through the control surface and sanded flush. If the surface is thick enough, I'll counter sink the bolt head in the dowel and cover over it, otherwise I just leave it exposed. On anything larger, I use 6X32 bolts. To attach the clevis to the bolt (now horn) I use Goldberg Adjustable Horn Brackets. They make them in three sizes,1/16, 3/32 and 1/8". I use the 3/32 #411 on the 4X40 and 1/8 #412 on 6X32. You could also substitute the traditional clevis and Goldberg horn bracket for the Great Planes Nylon Swivel Clevis #Q3860 for the 4X40 bolts. I don't see anything from them for the 6X32 bolt though. Don's Hobbies sells the Rocket City hardware and they make swivel clevises in both sizes. I've never had one, nor seen one, bend, much less break. Even with a 4.2 ci gasser yanking the model around.
