Just thinking out loud here from what you posted on the tail position.
Air needs to pass by the tail for the control surfaces to have an effect. Thats a given, and the smoother the flow the better.

From reading your post it occured to me that the counter-rotating wash across the tail may be a problem pushing turbulated air across/around it rendering it less effective.

Just a thought.
