Reinstalling over top I believe would lose your registry settings. I don't think you want that. You haven't regularly backed up the system including the registry, I assume, just like most haven't.
If you go to control panel, add new hardware and let Windows try to install new plug and play. That may work... to re-establish your serial and parallel ports.

You still have a modem??? Or are you connected with cable??
