FM or PPM is just fine and can be perfectly AMA compliant.

Multiplex/Hitech makes a receiver that utilizes failsafe - Fusion 9/Hitech - can't remember my Multiplex receiver's model number are 2 I can think of. They work with other transmitters as well.
