If you check the regulations, overcharging for shipping is illegal, and if there are enough complaints, the seller account may be revoked. But because everyone goes elsewhere and does not report 'em, they are parasites on the newbies.
The main reason they do it is profit. Shipping cost is non-refundable. You can sell a piece of garbage item for a penny, give him the refund, and still sit on the $50 shipping cost. I do comparison shop on eBay... comparing not only price but shipping...
Seeing a DVD trilogy, new in box, within the same province as me (Ontario) asking 17.95 US shipping (only 9.95 for US) and a guy in the US offering the same set, same condition, shipped across the border for $5.00. I ignore the Canuck twit, and bid on the other one, because I can give him more for his item before its not worth it to ship it across the border (that stupid $20 Cdn exemption, where you guys get $200 US)
I've said it once, I'll say it again every time someone seems surprised: If you do NOT report these jerks, you HELP them perpetrate their crime, and rip another poor soul off. Next time a guy here whines about a DOA HL from eBay seller X, think that YOU might have saved him from being ripped off if you'd reported that seller when you saw his ad months ago.
