I dont know if it was true about balsa , but it would seem to be easy to tuck a few tons of balsa in a ship carrying steel or something heavy. I imagine the sailors ( real heroes - there is a monument to them in London ) would find it a bit reassuring to have something that might float.
Could have been used as packing around fragile things too.
