The Advisory Circular just seems like common sense rules for all R/C aircraft...I didn't see anything about commercial operations, though. This could be the case of a local FSDO (Flight Standards District Office, basically the local FAA authorities) either misinterpreting a rule or intentionally bending one, possibly in response to a complaint. I sure hope so!
