It is not Tower. They will have the planes the same time anyone else will. They put out the best information available at the time. Sometimes, the information gets changed. They don't have control over that.
Please note that G-rod never gave an exact timeline. It was stated that kits are due in over the next two weeks. It also said that some are due in soon for quality-control purposes. Nobody stated for sure that there would be kits available to ship this week or next. When things come in from overseas, there can be unforseen delays in their arrival, due to delays in the ocean crossing, customs, in-country shipping, and so on.
