I have to jump in on this one, MUGEN puts together excellent kits and has great manuals compared to others.
Keep in mind that the manual has been translated so that should explain some things.
Heck When I was building Mugen stuff the manuals were not translated.

If you are missing parts you need to go back to the manufacturer, they should ship out whatever you are missing.

You are going to see this from time to time with any manufacturer, what counts is how they react to your complaint.
