RE: front wheels
Actually, you want the front wheels to have a slight toe out setting (pointing outwards), or at least zero toe (pointing streight). this will help with turning the truck. You can adjust the toe by turning the turnbuckles on your steering assembly.
For your actual question, whether it's normal or not. I don't think so. However, it doesn't matter at all, since you can just simply adjust it, like I mentioned befor.
