You do not need to have the carb setting right to get the engine started, if it has fuel in the cylinder head, and spark, it will start. You need to worry about carb settings once it gets running, but tht will be another story. Why it is not starting could be from multiple things, back plug, air leak, poor compression, bad fuel, gummed up engine....etc.
