try and grip the fly wheel as hard as you can and turn it by hand or use a flat head screw driver on edge of fly wheel using chassis as the pivot point on the the screw driver, thats what i did with mine

yea ive tried that, but the pull-start will not move.. i cant pull it. im most likly going to take it back to the shop today or tomorrow because i mean i just got the engine today! its ridiculus. thanks for the reply tho
