The plastic insert is there to isolate the carb from the heat of the cylinder. This isn't a problem on a standard, model engine because the carb is mounted to the much cooler crankcase.

An 18cc with everything possible stripped off of it might make a neat, reasonably light engine. What brand? Can you supply pictures as you affect the conversion? How about posting a clip to YouTube with your results?
