I'm not sure what your trying to actually accomplish here, but your tail wag is from a high gain setting on your gyro. I speak from the perspective of a guy who flies heli's. When my tail "wag" was excessive, I turn the gain down on my gyro. Another issue you might be experiencing it the slow speed of your servo. Normally gyro servos are high speed digital to allow for the constant commands from the gyro.
I looked at my heli gyro settings. I run mine at 50% with no noticeable wag in the tail. In my opinion, it sounds like your servo might be too slow. What servo are you using on the rudder? What Gyro? Can you control the gain from your radio?
I'm not very familiar with the PT-40, but isnt that a small rudder trainer?
