What resolution are you running at? Not that it matters with that card but I found that the combination of native monitor resolution and card resolution were part of my troubles in the beginning. In FS One got to Options Video and choose something a bit less intensive then exit and try again. See if this effects the FPS. Your setup looks OK other than total memory. With my card originally I went with "windowed" 1280x1024 and this fixed much of my problem. But then of course, after seeing what's possible in FSone I bought a better card and that made the investment in FSone very satisfying
What size/type of monitor? What type of motherboard? Probably makes sense to upgrade your memory to at least a 1 gig to be safe it sounds like from your description that the system is swapping code out to disk, but that's just a guess. I'd start with the video settings to see if you can at least get the FPS up.
