ANY paint can be used on Monokote (or any film covering).

You need to use a Scotch Green scrubber and go over the Monokote until it has an EVEN, FROSTED appearance (be carful not to go through the film on ribs and other high points ). Then THOROUGHLY clean the surface TWICE with alcohol and use a clean rag EACH time. Then you can prime and paint. (If the paint is not fuel proof be sure to clear coat it ).
