The CF blades are always made that way. Carbon fiber has very high tensile strength so it's put on the surface of a form; in the case of heli blades, it's usually a foam or wood core (e.g. balsa). The carbon makes the blades very rigid when applied on the surface; if it were through and through CF it wouldn't be as strong, and it would weigh three times as much in the bargain.
