I will assume for a moment you did the usual check for crap in the carb, kinked or leaking fuel lines, missing carb base o-ring ... stuff like that. Also, that you have a new glow plug in the engine (preferably a hot one)

What exhaust system is being used ? A pipe or one of the Rossi mufflers?

What prop are you using....?

Just for referece, the Rossi 45 needs to run on nothing much bigger than a 10x6 prop (either exhaust system)

If you are running a pipe, remember the pipe determines the rpm the engine will run at. If the pipe is too short, or the prop is too big for the pipe length, it can be nearly impossible to set the top end needle.

Double check the fuel system. I know on my old ARF Patriot the tank install was horrible - it foamed the fuel very easily. A little work with a dremel, a new tank, and some foam rubber packing eliminated the problem. Fuel foam is air in the fuel... and this too will make it nearly impossible to set the mixture properly.
