I would recommend original Savage 25 tires on RPM offset rims.. Yes, the rims are 14 mm, but I've heard they're tough... If not those rims, then the Proline half-offset dish rims(dye'em black if you don't like white, but white dish rims are really growing on me....) with 17mm.. Both should be on the cheapish side. But the rims are light, and the tires last - on all surfaces - and are big and bouncy enough to be ideal for jumping...... Just my OP...
