Giving it some more thought, there is one plane that comes somewhat close to your description. The Herr Cloud Ranger. It's a kit and if built with an AP .061 and and use a 6x3 prop it should be about right however it will likely fly in the 20-25 mph range and need about 20 yds to turn around.
