well IMHO the Picco is the better bet.... I can tell you first hand the Picco is easy to tune, and no more difficult then a Spec 3 IMHO.. The Picco actualy has a better built carb with less chance of air leaks...... The Picco is also more powerful, and more efficient.... Also due to its broad power curve the piccois also more forgiving on needle tune, a half ass tuned Picco will still make insane amounts of power....
I am speaking from experience with both engines, not basing my opinion off heresay... I have worked on and modded both brands of engines, and feel i have a much better case to offer my opinion........ No other person offering advice here has even run a Picco 28, so take their comments with a grain of salt...
if you looking for the most power for the best $$$ the Picco is a much better bet then the Spec 3.

I have two .27s and a .28 and they are great engines, crazy ammount of power and has been easy to break in and tune. My second engine was a picco 27 and with hardly no exp with nitro i had an easy time all around. So far that engine has seen about 8 gallons, overheated a couple times and it even had sand inside once but the pinch is still nice and tight and fires up right away. The lrp would be my second choice but i've never ran one, just heard good things about it on the forums. I think either engine would make you happy but the picco is probably better quality.
