Stalled I don't think so. If you can prop hang and know your aerodynamics you will know that the stall occurs when you exceed a given angle of attack for the aero foil,so if you are hanging out in calm conditions you should know that your angle of attack is zero .The velocity of the air flow over the airfoil is irrelevant so long as the critical angle is not exceeded.
