Normally your would bring the higer blade down to the lower blade. Kinda rule of thumb. However, what if the higher blade is set at the proper pitch. Then you would want to adjust the lower blade to the upper blade. Hmmmm, best thing to do is verify your pitch with a pitch gauge and go from there. BTW, what type heli do you have? If you have a Blade CP or CP Pro, and don't have a pitch gauge, you can do it by eye.. For safety, disconnect both motors from the 3n1 or 4n1 controller. Turn on TX and install battery into heli.
Wait for controller to arm.. Set throttle stick and throttle trim all the way down. Eyeball the tip of the blade with the paddle control frame and make it level with it. Mark the other blade with an X or a dot with a magic marker or something.. Disconnect battery. replug the main and tail motor. Plug in battery to heli. Wait for to controller arm.. Slowly spool up, and watch tracking, always adjust the blade with the X or dot on it, up or down. When you adjust that blade, if it gets worse, your turning the pitch control linkage the wrong way. Takes time to get use to this method, but it works fine. Eliminates the confusion factor.
