I think that mixture is used to fine tune the ignition timing of glow engines.
This is evident, especially with many four strokes when it is just rich of peak, yet smokes like a carton of Camels. The plug is too hot and the mixture must be set rich to quinch the plug to get the peak RPM for that plug, fuel, compression ration combo.
