Are we only supposed to place tape to balance blade at the C.G.?
To balance blade weights then, yes, tape only at the C.G. To equal out the C.G.'s, then tape at whichever end of the blade requires it.

It looks like the is 1 screw inside another sort wheel.

Ah, then just adjust the screw. I don't remember if the one they included is metal or plastic...I'm thinking it's metal still...so I just unplug the battery before adjusting.
