A smaller carb will fix that problem. I have a mac 28cc that will not run on a "28" 11.1 mm carb. Adjust high or low end but never both.
Droped down to a "26" carb and runs like a top and the Max Rpm is still the same. your motor just can't handle the larger airflow and bogs..
