you may need to adjust the screw on the 2 speed shifter, there are 2 of them, one keeps the shifter on the trans shaft, the other adjusts the shift rpms, clockwise shifts at higher rpm's , counter clockwise shifts at lower rpms, do it in 1/2 turn incriments. you access it from the bottom of the car, its behind the 2 spur gears, metal finish, turn the wheels and you will see the 2 grub screws come around.
