I think that would be exactly why. Its like a noise cancelling chamber.
I was wondering if the noise was comming from the motor bearings. In the SuperVee all the prop thrust is carried by the motor bearings. On the outboard the thrust is carried by a thrust bearing between the drive dog and the lower leg protecting the motor bearings from side load. The motor cover does cancel out a lot of the noise because it is hard to hear the beeps when you arm ESC.
