Usually the reason why people on that side of the Big Pond run a lower nitro content is because of the cost of it over there compared to this side.
I'm worried though that the fuel that you may be running is not meant for boat use. I do have to agree with the other that it sounds like thew engine is running too lean. On shore, when you give it some throttle, you should be getting a slight lag, not revving up quickly.
