I mis-spoke...

Yeah the tip I saw was to put it ON TOP of the covering to protect the covering from glow fuel.

It came right up with Windex, though it looked great for a while.

Being that it is a lacquer I can see that it would help Mono or Ultacoat adhere to the Balsa very well.
