Could you explain more about what is happening with the elevator "wash"..

I have flown with the factory setting for upthrust and have also put some downthrust and the problem with lack of elevator on landing has not changed..

My CG is at the forward most reccommended spot.. Do you think this could be the cause for lack of elevator response?
