I have no fuel pumps on my saito's 1.8 (2) and the tanks are much further than 2" with no problem\


You have a fuel delivery issue. Hole in fuel tank fuel line from clunk to tube or one of the lines or the carb has trash.

I think a pump will add to your problems.
