Pull the module out of the radio and turn it back on. You will see only one green light.

One light on means that the internal radio is being powered (But does not necessarily mean the switch is on) and both on means the radio is powered up AND is transmitting RF.

If you plug in a buddy cord with the switch off, you will also get only one light because the radio is powered up but not transmitting.
