If the board makes the appropriate sounds when the turret is turned, the transmitter is probably fine. Chances are the high-current drivers are blown. Look for the MP4024 darlington array next to where the turret wires terminate on the board. Chances are it's either a pair in that chip, or the Q1/Q2 transistors next to the MP4024. The MP4024 and transistors form a H bridge to turn the turret.

You could probably replace a blown MP4024 pair with either an external darlington transistor pair, or replace the whole chip if you can find them cheap enough. The external Q1/Q2 transistors would be a pretty easy replacement once you get one out to read the ID label. Chances are it's either a standard NPN or PNP transistor capable of a few hundred ma, though it might be a small FET.

Might be just as cheap to buy a replacement board from Mato and hold onto the blown board for other spares for when your new board dies (hopefully from something else).
