Strip the chrome off using oven cleaner....it'll take a couple of times to get it all off. Then scuff the rims with medium grit sandpaper. Mask the rubber and then spray paint them using whatever color paint you want. I've used Pactra black paint with good results. It's not as durable as dying them obviously, but scrapes can be touched up easy enough.
