On the site that Uhu mentioned, the Heng Long smoker is very similar to the one called "AristoCraft Smoke Unit". It has a wick and some kind of cotton-like material many refer to as "batting" in the bottom of the smoke oil tank. I have opened mine up and removed all but a small portion of the batting to improve the smoke output. It works very well now and puts out a lot of smoke.
As that site suggests, the oil is indeed vaporized by a heater element, usually a wire. It is also true that the smoker will fail if it runs out of oil because it overheats. That seems to be the main reason for HL smoker failure.
