TVP means Twin Vertical Plate, a chassis design from which two alimnimum plates, on on the left side and one on the right, are the primary structural members of the chassis.

As for a limiter, I do not know. If you want to override the limiter, you would have to chunk the stock ESC and get an aftermarket one. The reason why HPI would put a limiter on the ESC (if it even has a limiter) is to prevent nobs from driving way too fast and cause a wreck and/or burning up the motors.
