But you're moving the needles, that will entirely change the tune, but the problem will still exist. It's about the pressure differential from full tank to empty, not the flow though the needles, isn't it?

It almost seems to me that there needs to be somehow an expansion chamber to help take care of this. Then, the tank would never really be "full", at least not to the exhaust system. Would always have some "air space" to help things settle down???!?! Maybe>!?!
