Well Kid, I tried to play the game and 'keep the mystery of the involved parties intact,' but didn't have enough info to make an educated guess in reply to your question. So I peeked.
It is not the district website as you said, but is linked to it, uses the district's name and logo, and so I would agree that 'official' sanction is strongly inferred. As list owner is a staffer to DVP, that seems to make the inference stronger yet.........but that makes this part of your OP puzzling:

As list owner (I think) is on staff to DVP, I doubt that he would say no if DVP did make a request regarding the forum, as to undo an action that doesn't reflect well on the district. IOW, I doubt the rumor is based in truth.
Oh yeah, back to your Q. It would be unbecoming for the owner of the Yahoo District forum, official or not, to act a manner contrary to policies of the DVP, if he is in fact a subordinate representative of the district. If he isn't and just does his own thing, proper disclaimers should be posted.
