Default RE: semi semitrical wing chariteristics

Well heres a few pictures of the problem child plane. I decreased the dehidreal, We put a long straight edge on the elevator and ran it up to the cabaine where the wing sits. It is right on, both are the same plain. I balanced it under the wing about 1/4 to 1/3 back from the leading edge. The motor is a 25 year old HP .015. Wing cord is 8 1/2 inches and wing span is stock 36 inches. Flying charastices are as follows. It takes off deacent. once its in the air sometimes up and down is mild. other times very aggressive. Ailerons are the same way. Sometimes the ailerons don't do anything and I have to use the the rudder to help turn it. Throttle rpm doesn't seem to make any difference, as I thought it might be engine torque that was causing spin/turning problems.
Any spectators watching it fly would think I was drunk. There were a few good expericenced pilots at the field today that do 3D, some scratch builders, and there were lots of ideas we tried, but no fix. We shimmed the wing, front, took it out and then the rear. Still nasty to fly.
Any idea would sure help.
