Hi,

No, those are meant for screws. There's a hole in the fin base with a plywood plate under it. There's a plywood hardpoint in the fin base. There should be some titanium socket-head screws in the airplane somewhere. If not, a #4 socket-head sheet-metal screw (1/2") is best. That way, the fin is nice and tight against the base. If you look through the kit instruction book, you'll see this set of steps and you'll know what I'm talking about.
