link, I had a Saito that used to that as well, and after changing all the fuel line it turned out that the low speed needle was a little too lean. Like kerwin stated, check all lines or just replace them to be sure, sometimes splits in the line can be hard to find. Try the low speed as well, but only richen it about 1/8 turn at a time.
