In the US, that is not a really hard question to answer. According to our FAA, an unmanned aircraft becomes a UAS (unmanned aerial system) and is subject to their regulations whenever it a) falls outside the AMA rules for weight, power, etc. OR, b) is operated for non-recreational purposes.
