when you say the wheels move, do you mean off the ground, if the wheels are moving off the ground they will, when on the ground, it may move slightly. the idle should stay the same even when you hit the brake if adjusted correctly. if you hit the brake and the idle lowers or the car stalls, then the idle is too low and needs to be raised.
