I'm sure it could be scaled down. The build is traditional balsa / ply structure, just plan on killing a LOT of balsa trees during the process!
With the power of the new EDF's though, this would make an interesting conversion at current scale. Lot's of room in the nose for all the batteries you'd ever need, plus no issues with balance. I saw one fly "back in the day" with twin D/F's & it flew well.
